The composition will be finalized after the Presidential election is over. Currently, the High Council has four members, with room for three more as necessary.

If i want to try to get that part taken out of the consitution, Do i have to take it thru the high council?

According to the Constitution, changes to the Constitution come through either:
1. A decision of the High Council.
2. A proposal started by a Congressman in the media that gains the votes of 2/3 of all of the Congress (27 Congressmen) in a secret vote conducted on either the forums or in the media.
